El Consulado Ruso fue construido con un estilo renacentista en 1890, por el arquitecto ruso A.J. Scredin Sabatine. La emperatriz Myeongseong-hwanghu ejercía el poder en la época en que Japón, China, Rusia y otras potencias se disputaban la influencia en la región.
